Priority: Treatment & Recovery
"If I could offer one piece of advice for those going through addiction, recovery, or long-term sobriety, it would be this: don't give up. Keep going. Even if you fall or fail, get up. Keep moving forward and keep reaching for the stars."
– Jay, Trust Beneficiary
Every Trust beneficiary has access to timely, quality, and culturally grounded treatment as close to home as possible.

The Trust invests in treatment and recovery services that help beneficiaries achieve stability, maintain independence, and improve long‑term health outcomes. Guided by Priority 3 of the Trust’s Strategic Planning Framework, this work supports a full continuum of treatment —from community‑based services to residential and inpatient treatment—so beneficiaries can access effective, trauma‑informed, and culturally grounded support in the least restrictive environment and as close to home as possible.
This priority area strengthens coordinated clinical, psychiatric, brain injury, and dementia treatment and rehabilitation, while promoting low‑barrier pathways into care such as medication‑assisted treatment, and withdrawal management. Work in this area also promotes tele‑health, peer support and other approaches that help increase access statewide. This priority promotes equitable access to treatment and recovery supports across Alaska, strengthens the behavioral health workforce, and encourages innovative service models that help beneficiaries remain connected, supported, and thriving in their communities. These efforts complement the Trust’s prevention and crisis investments by ensuring beneficiaries have clear, connected pathways from initial stabilization to long‑term recovery.
Trust investments in this priority area support a responsive, accessible treatment and recovery system that reduces barriers, promotes healthier outcomes, and supports stronger, more resilient communities throughout Alaska. By investing in person‑centered services, expanding provider capacity, and promoting integrated models of care, the Trust helps ensure beneficiaries receive coordinated support that aligns with their goals and fosters sustainable recovery.
Alignment with the Comp Plan
This Trust priority aligns most closely with the following areas of focus within Strengthening the System: Alaska’s Comprehensive Integrated Mental Health Program Plan (Comp Plan). The plan is developed by the Department of Health and the Department of Family and Community Services with support from the Trust and in coordination with community stakeholders. The Comp Plan identifies priorities for the next five years to inform planning and funding decisions to meet the needs of Trust beneficiaries.
