Notice of Public Scoping Under Administrative Order 360 for possible Alaska Mental Health Trust Authority (Trust) Regulation Changes
Title 20 Miscellaneous Boards and Commissions, Chapter 40 Mental Health Trust Authority
Background
In response to Administrative Order 360, The Alaska Mental Health Trust Authority (the Trust) is soliciting written and oral comments from stakeholders, community organizations, and the general public regarding regulations and materials incorporated by reference in 22 AAC 40.010 – 22 AAC 40.990.
The Alaska Mental Health Trust Authority is a state corporation that administers the Alaska Mental Health Trust, a perpetual trust, to improve the lives of beneficiaries.
The Trust is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the Trust drafts or proposes any specific regulation amendments or repeals for public review.
The Trust is particularly interested in specific ideas for regulatory change that may:
- clarify existing regulatory obligations;
- improve or streamline procedures, grant requirements, and review processes;
- reduce administrative burdens;
- improve communication procedures; or
- provide greater transparency with respect to standards, decision-making, and rationales for grant approvals.
Written comments. Written comments must be received by 5 p.m., December 3, 2025. Written comments may be electronically submitted through email to regulations@mhtrust.org or physically submitted to the Trust’s office at 3745 Community Park Loop Suite 200, Anchorage, Alaska 99508.

Please note that input provided in response to this solicitation will be subject to inspection, copying, and distribution as public records under AS 40.25.110 – 40.25.220. Please do not include any confidential information in written or oral comments.

The Trust is not currently proposing any specific regulation change and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time. If the Trust undertakes revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act.
